I actually got pushback on this recently. My explanation was -- "If we jump into something and realize it's going to take 6 weeks longer than we thought, we need to know that today, not 6 weeks from now." In this case that was enough, sometimes it's not. Usually this happens when the desire to check boxes becomes more important than the will to build the entire thing right.
